Was it a good investment by the Clinton Admin. in 1999 to spend $2.4 billion on police check points?

You know those fun, random, warrantless checkpoints police make on highways. Not just to bash the Dems on this, even though they ruled the roost, but a lot of GOP supported this too. So was it a good investment to spend $2.4 billion on raping citizens of basic rights?
