How hard is it to learn to play bagpipes?

I started listening to Korn which they use some bagpipes in their songs and my mom likes scottish music so that got me interested in playing, but before I spend money I was wondering if they were really tough to learn. Like where can I buy a cheap set, what do you do with them exactly, where to buy music for them, stuff like that.
