Help needed with slow dsl service just installed. Who to contact?

I think the computer has to be cleaned up it might have a lot of crap in it, it is slow even without internet, spyware, adware and virus has to removed first before thinking about dsl as slow. Don't believe in the advertising that dsl is slow, I have a T1 connection via telephone line which uses fiber optics.
