Congested left ear 1-2 months HELP! PLZ!!!?

i had a congested left ear for like 1 - 2 months, but about 1-2 months ago i went to the ent doctor who said i had fluid there which was congesting it, and he gave me anti biotics, he said i could take steroids in addition to drain the liquid, but we didnt wanna use steroids, the anti biotics seemed to work and the ear felt much less congested, but about 2 months later now its begining to become congested aggain, not bothering my hearing ability, but i can actually feel theres congestion in my ear that i cant pop, (its not wax eeither) what should i do? what do u think is going on??? thanks for the help!
